1.2 Profile: The âEU 4 Circular Economy and Livable Citiesâ project aims to address challenges in shaping the transition to a circular economy and sustainable urban development in Albania. Implemented in cooperation with the Ministry of Tourism and Environment (MoTE), this initiative aligns with the Core Area Climate and Energy â Just Transition, as well as EU Directives on Waste, Wastewater, and Circular Economy. The project focuses on creating legal and financial foundations for transitioning to sustainable, circular economy-oriented waste and wastewater management and highlights youth engagement through debate championships, training sessions, and public awareness campaigns. The project is co-funded by the European Union and the German Government and implemented by GIZ Albania.
2. SUBJECT
The GIZ Office Tirana invites registered entities with expertise in project management, training and debate organization to express their interest in âThe Municipal Debate Championshipâ within 15 partner municipalities across Albania (Pogradec, Permet, Shkodra, Kukes, Lezha, Cerrik, Belsh, Roskovec, Prrenjas, Gramsh, Tepelene, Gjirokaster, Sarande, Kelcyre, Himara), engaging high school students in discussions centered around the circular economy (CE) and sustainable urban development for the EU 4 Circular Economy and Livable Cities Project.
3. ELIGIBILITY
1. Financial Capability: Interested parties must demonstrate an average annual turnover of at least 35,000 EUR over the last three financial years.
2. Workforce Capacity: Companies must maintain a consistent workforce of an average of at least 3 full-time employees over the preceding three financial years.
3. Proven Expertise: A portfolio of a minimum of 3 reference projects in the last 5 years with a value 10.000 EUR in the field of Municipality Debate Championship.

4. DEADLINE
All legal entities interested in the application process should ask for the Expression of Interest ref. no. to the address: [email protected] latest by 05.08.2024.
The due date for submitting the application is 09.08.2024. Documents should be submitted in pdf format via e-mail to [email protected] with subject â EoI 83469985 Municipal Debate â.
After the due date for submitting the application, the process of prequalification will follow. The submitted applications will be evaluated, and only prequalified companies will be invited to answer the bid. All written communication for this procedure and the following successful ones must be in English.
